How Do I Get and Authenticate a Korean Police Certificate?

A Korean police certificate for overseas use is normally applied for by the person concerned, for the purpose of “permission of foreign country immigration and stay.” A proxy may apply only for limited purposes, with a handwritten power of attorney and proof of unavoidable circumstances. After issuance it goes to apostille (or consular confirmation) without notarization.

3-Second Summary — Public document → Usually proceeds directly to apostille (or consular authentication) without notarization. Check Find Your Path for the exact procedure.

Are “criminal record certificate,” “police clearance” and “PCC” the same document?

For Korea, they all refer to the Korean National Police Agency’s Criminal (Investigation) Records Check Report. Search terms vary, so first confirm the exact document name and purpose your receiving authority requires.

Criminal (Investigation) Records Check Report, with the scope of reference “For permission of foreign country immigration and stay”

Even if you search for a “no criminal record certificate,” the report states whatever the check returns. It is not proof that no record exists, and we cannot promise any particular result.

What is the difference between the self-check report and the one for overseas submission?

Korean law lets you apply for your own report for two purposes — checking your own record, or permission of foreign entry and stay — and the scope differs. Do not submit a self-check report abroad instead of the immigration/stay report; use outside the purpose set by law is prohibited.

ItemSelf-checkForeign entry / stay
Legal basisAct on the Lapse of Criminal Sentences, Art. 6(1)4, first partSame item, second part
ScopeExcludes lapsed sentences, pardoned or reinstated sentences, juvenile protective dispositions older than 3 years, suspended sentences deemed acquitted, and expired probation — unless you ask for them to be includedExcludes the same items (no rule allowing inclusion on request)
Overseas submissionNot allowedFor visas, immigration and residence abroad

Checks that Korean institutions run directly under other laws (e.g., domestic employment or naturalization) are outside this service. Overseas work, visa, permanent residence and citizenship authorities each set their own document name and validity period, so we confirm the receiving authority’s requirements first.

How does the route change with nationality and where you live?

Where you can apply, and whether a proxy can apply, depends on whether you are a Korean national and whether you are in Korea now. “To be confirmed” means we could not confirm an official rule; we proceed only after checking with the receiving office.

Proxy application, proxy pickup and application support — what is the difference?

TypeWhat it meansStatus
Application supportConfirming the required name and purpose, choosing the route, checking embassy appointments and documents, accompanying you at a police station in KoreaAvailable
Proxy applicationOnly for checking your own record or permission of foreign entry/stay. ID of the person concerned and of the proxy, a handwritten POA written by the person concerned, and proof of unavoidable circumstances (medical certificate, hospitalization, certificate of entry and exit, etc.). For people abroad, consular confirmation replaces proof of entry/exitConditional
Proxy pickupGov24 has no separate rule on pickup by a proxy, so the police station must confirm. Embassies differ (the Korean Embassy in the USA allows pickup with the original POA)To be confirmed
Online issuance on your behalfWe never take your digital certificate, simple-authentication login, account password or OTPNot offered

What to prepare if you are abroad

  • Handwritten POA by the person concerned (form: see the application form guide on the Police Agency system)
  • Confirmation by a consular officer at the Korean embassy/consulate where you live
  • ID copy of the person concerned — sent by a protected method after consultation
  • What the receiving authority requires: purpose and language (whether English is needed)

Whether a police station accepts a POA notarized and apostilled locally instead of consular confirmation is not stated in official guidance — to be confirmed. Official sources — Gov24 required documents (updated 2026-09-14); Korean Embassy in the USA (updated 2026-01-17). Checked 2026-10-07.

Is the authentication route the same for reports issued in Korea and at an embassy?

No. Where the apostille is issued, and how long it takes, depends on where the report was issued.

Where do I get a criminal record check report, and in what order is it authenticated?

Issuing authority

It is issued by the Korean National Police Agency. Log in with identity verification to the Police Agency's criminal record check report system (crims.police.go.kr), apply under the ‘Foreign Entry/Residence’ menu and print the report. If you are outside Korea, you can also apply in person at the Korean diplomatic mission (embassy/consulate) in your country of residence.

Step-by-step order

  1. Obtain the criminal record check report through the Police Agency system (‘Foreign Entry/Residence’) or a Korean diplomatic mission
  2. If the destination country is a party to the Apostille Convention, apply for an apostille at the Overseas Koreans Agency (no notarization needed, as it is a public document issued by the Police Agency)
  3. If the country is not a party to the Convention, obtain consular confirmation, then legalization by that country's embassy in Korea
  4. Translation and certified translation if the receiving institution requires them

Typical timeline

Applying for the report through a Korean diplomatic mission takes about 2 weeks (14 days), as it goes through a Police Agency background check (per the Embassy in the UK and the Consulate General in Istanbul). For the apostille, in-person applications at the Overseas Koreans Agency return up to 10 documents per applicant within 1 hour on average, mail takes 7–10 days, and the government fee is KRW 1,000 per document.

Frequently Asked Questions

Is a criminal record certificate the same as a criminal record check report?
When a receiving institution abroad asks for a Korean Criminal Record Certificate, it usually means the ‘Criminal and Investigation Record Report’ issued by the Korean National Police Agency. Check first whether the receiving institution requires a specific scope of records.
I live abroad. How do I get a criminal record check report?
If you apply in person at the Korean embassy or consulate general in your country of residence, the report is issued at the mission about 2 weeks later, after a Police Agency background check. According to the Embassy in the UK, mail applications are not accepted and there is no fee. If you have a means of identity verification, you can also get it online through the Police Agency system. Check with your mission for appointments and required documents.
Does a criminal record check report need notarization before the apostille?
No. It is a public document issued by the Korean National Police Agency, so you apply for the apostille at the Overseas Koreans Agency without notarization. The Overseas Koreans Agency accepts documents prepared in an official capacity by the national or local governments without notarization.
Can I use a report that was issued a long time ago?
An apostille itself has no expiry date, but many receiving institutions require documents issued within a certain period. For guidance, see Apostille Validity and Document Issue Dates, and check the receiving institution's requirements first.
How long does a criminal record check report apostille take?
For in-person applications at the Overseas Koreans Agency, up to 10 documents per applicant are returned within 1 hour on average; by mail it usually takes 7–10 days. The time to obtain the report is separate, so plan the full schedule using Apostille Processing Time and Government Fees.
Can a foreign national abroad get a Korean police certificate through a proxy?
We cannot say yes for every case. The Gov24 proxy rules (foreign entry/stay purpose only, handwritten POA, proof of unavoidable circumstances or consular confirmation) do not mention nationality, but how a police station handles proxy applications for foreign nationals must be confirmed. Until then, we recommend applying in person at the nearest Korean embassy or consulate.
Can I submit a self-check report abroad?
No. The self-check report and the foreign entry/stay report have different scopes, and records received may not be used outside the purpose set by law (Act on the Lapse of Criminal Sentences, Art. 6(4)). Apply for the “foreign entry/stay” purpose for overseas submission.
What does a proxy need to apply for a Korean police certificate?
According to Gov24: ID of the person concerned, ID of the proxy, a handwritten POA written by the person concerned, and proof of unavoidable circumstances (medical certificate, hospitalization certificate, certificate of entry and exit, etc.). For people abroad, if a Korean consular officer confirms the application or POA, proof of entry/exit is not required.
