Government documents are apostilled by China's Ministry of Foreign Affairs (外交部) or delegated provincial foreign affairs offices (省级外事办公室). Private documents such as education certificates must first be notarized at a Chinese notary office (公证处) before an apostille can be obtained. Hong Kong (since 1965, issued by the High Court) and Macau (since 1969, issued by the Department of Justice) use separate systems — do not generalize mainland procedures to them.
