Ministry of Foreign Affairs (MRE) and the gob.pe Digital Service
The Directorate General for Peruvian Communities Abroad and Consular Affairs (Dirección General de Comunidades Peruanas en el Exterior y Asuntos Consulares), under the Ministry of Foreign Affairs (Ministerio de Relaciones Exteriores, MRE), handles apostille/authentication matters. Only documents issued by Peruvian public institutions are eligible for apostille, and digitally-signed documents can also be apostilled/authenticated through the digital service on the gob.pe portal.
Translation Practice
Translation must be done by a "Certified Professional Translator (Traductor Profesional Colegiado)" registered with the Peruvian College of Translators (Colegio de Traductores del Perú, CTP), and the translation must undergo CTP validation before the MRE can authenticate/apostille it.
